Kevin Flanagan

Kevin Flanagan is the founder of Community Lending Solutions LLC, (CLS) a consulting firm that specializes in mortgage lending guidance activities for nonprofits and other affordable housing advocates. CLS offers assistance with lending, counseling and education program design and implementation strategies as well as related regulatory compliance.

Prior to forming CLS, Kevin was the Director of Training for the 7-state Midwest Division of Wells Fargo Home Mortgage Corporation. At Wells Fargo, he held positions of increasing responsibility in the areas of sales management, operations management, strategic planning, and staff development.

Before joining Wells Fargo, Kevin served as the Production Manager for the nonprofit Chattanooga Neighborhood Enterprise (CNE). At CNE he was charged with the task of establishing a high volume in-house counseling and mortgage lending operation. To achieve this he developed the homebuyer orientation and “triage” process that eventually became the model for the highly-acclaimed NeighborWorks America Service Delivery System (SDS). SDS is still in use today at many NeighborWorks Network organizations. Mr. Flanagan also helped CNE become the first nonprofit in the nation to receive its FHA direct endorsement underwriting designation and also co-authored CNE’s award-winning homebuyer education manual ‘FastTrack to Homeownership’.

Kevin served as the primary consultant for a mortgage lending capacity-building initiative for more than 20 NeighborWorks affiliates in recent years and is currently one of the lead consultants on NeighborWorks’ highly successful Project LIFT initiative in select markets across the country. Project LIFT has helped generate more than 5000 new homeowners since 2012.

He is the author of ‘The Nonprofit Mortgage Lender’, a step-by-step guide designed for nonprofit organizations that are considering establishing an in-house mortgage lending operation. It includes a set of customizable analysis tools that managers can use to assess the benefits and drawbacks of various mortgage lending production scenarios.

He has also written numerous publications for NeighborWorks America and its affiliates including RESPA, TILA, SAFE Act and Anti-Money Laundering regulatory compliance guides as well as Loan Origination and Loan Servicing System analyses and recommendation guides. He conducts regular webinars and workshops on mortgage lending and counseling compliance-related topics.
