Eileen Flanagan is the chief innovator and owner of Community Development Advisors, LLC. She has over 30 years of success in the community and economic development arena. Her nationally recognized niche is evaluating community-level outcomes of revitalization work. She is also at the forefront of measuring the impacts of community development work on human health outcomes at the community level.

Flanagan’s work places her in a vanguard role in understanding community change and how to measure it. She teaches outcome evaluation, business planning, market analysis and techniques for analyzing neighborhood conditions at both the state and national level. In 2004, her training efforts were recognized with the Excellence in Training award from NeighborWorks Training Institute.

Flanagan has worked on projects with national community development intermediaries NeighborWorks America, LISC, National Federation of Community Development Credit Unions and Enterprise Community Partners, as well as local municipalities, foundations and nonprofits. Before starting her own company in 1995, she served as the executive director of two NeighborWorks organizations – Black Rock-Riverside NHS in Buffalo, NY and Rochester NHS in Rochester, NY (now NeighborWorks Rochester).

She is an active volunteer with local community development financial organizations, an avid hiker and bicycler, and a novice farmer.
