Low-income residents of rural Alabama town find attractive, affordable homes

The small Alabama town of Phil Campbell was devastated after the April 27, 2011, tornadoes; 28 lives were lost, 300 residents were displaced, 138 homes were destroyed and 75 percent of local businesses were damaged.  Community Action Partnership of North Alabama (The Partnership) joined with NeighborWorks America, several other local and state nonprofits, and elected officials to develop a plan of action to help the recovery process. The plan called for The Partnership to develop a 24-unit apartment complex called The Village at Oliver Place.

“Although recovery has been slow, this development demonstrates the result that is possible when national, state and local elected officials combine efforts with nonprofits to create housing solutions,” says Michael Tubbs, executive director of The Partnership. “Our organization is pleased to be able to build high-quality, affordable housing in Phil Campbell.”

The Village at Oliver Place was honored as a 2015 Excellence in Affordable Housing project by the Low-Income Housing Coalition of Alabama. It officially opened in January 2015 as a 24-unit townhouse complex (evenly divided between two- and three-bedroom, two of which are accessible for disabled residents), featuring an on-site office and club house, gazebo, playground, picnic area, laundry facility, exercise and computer rooms and wireless Internet.  Tenants must meet federal poverty guidelines, and pay $419 a month for a two-bedroom unit and $493 for a three bedrooms. Units are inspected monthly for damage to walls, carpets, etc., to ensure they stay in good shape.

Tubbs says The Village is the only rural complex The Partnership has developed, with most of its buildings in more densely populated areas.

“We’re here to provide affordable housing for people who don’t have it or can’t otherwise afford it. The Village at Oliver Place was created for people without significant assets,” Tubbs said. “This is our first time to do a complex like this, and it’s the best-looking place we’ve built.”
